1 locked drawer, no key in lock.
Short of putting a crowbar to it, how would you expect a toddler to get into it?
Nitpicking here and not a truly analogous example anyway but as a child of about four or five I managed to get into a locked top drawer by removing the unlocked drawer beneath and wriggling my skinny, wee arm round the back. This was to retrieve a bar of chocolate but I suppose the principle is the same.
Never got found out either.
