Here's the problem that the rulers always have over the ruled - how to prevent the ruled from getting rid of them. The first strategy is to share things in a way that seems fair. This can be enforced to a certain extent by the ruled as they can organize to oppose policies if enough people feel aggrieved enough to put aside their differences.
However, the apportionment of resources can be made significantly less fair if the threshold for successful organizing is raised (or rather, if the subsistence point at which people seek common purpose can be lowered). One of the ways that this can be done is by making it harder for people to find common purpose. Where communities are stable, genetically and culturally homogeneous with a common language the introduction of large numbers of people from other cultures and communities and with different languages impedes both the will and ability to to organise. The British Empire practised this with recalcitrant tribes and industrialists broke strikes and unions this way.
