As for community - don't forget this is State Level funding. The State knows Cities and Counties. It doesn't know what a nebulous and ill defined 'community' means. Heck that alone may take years of infighting to determine what it means.

Well, I agree community is a fairly nebulous term. States recognize voting districts, though. And politicians make sure those district borders miraculously fall along the true borders between unlike areas. Might as well find some beneficial use to district zoning fraud. :D

Another way to look at this is we're expecting whites to improve their reading by 50% and blacks to double that with a 100% improvement. In that perspective we realize that a greater % of blacks must make a greater improvement. (I suppose one could see some inverse racism as whites have the smaller demand.)

So your saying that since white's and asian's have learned the entire alphabet, they now should learn the Klingon alphabet in addition, so they can improve another 100%, while blacks only need to learn 13 letters of the alphabet, because its too hard for them to learn all 26 letters ...

Nice 'try' at a characterization but a failure in many aspects. First, nothing about this encouraging learning of a new language. So the introduction of Klingon makes no sense. Second, there isn't 100% of Floridians that can read so 'improve another 100%' again makes no sense when the figure is only 57%.

What's happening here. Well, if we use the Metalman attempt it looks something like this. Black read 9 out of 26 letters. They're being challenged to reach a minimum of 20 out of 26 letters. Whites read about 14 out of 26 letters. They're being challenged to reach a minimum of 22 out of 26 letters. (Again using Metalman approach) No one is being challenged to learn all 26 letters because Floridans believe it's too hard from them to learn them all.

Now let's remember this is a minimum standard. There's no reason that Metalman's concept of communism by driving this from the community couldn't product better results. Ultimately, nothing here is stopping 100%. In the end we have to ask the person why they don't want to OR the parent why their kids can't.

This morning I heard the Federal Gov being sexist! They measured STEM differences by sex. Males dominate STEM education and workers. The representative were talking about how to improve the # of women in STEM. By your reasoning a completely sexist approach.
