Americans live all over the world. As do our service men who vote. (Even if Military ID doesn't count for Voter-ID in many cases.) There's nothing illegal about holding fundraisers in foreign Countries. What is illegal is if those contributions come from non-Americans. All contributions to an election should be open disclosure, audit, and subsequent legal actions.
