Its already being done, a small gene sequence was removed from the rice genome that rendered it susceptible to bacterial blight, plants in test plots now

Soy is bad all round. Your url is messed up so I can't follow the rice formula link - however, the best formula remains boob formula. Infants are almost never lactose intolerant (and human milk contains lactose) except premature babies who may produce insufficient lactase (to break down the lactose). Human breast milk contains some lactase along with the lactose. Lactose intolerance develops after weening and is normal. Some populations who use a lot of dairy retain the ability to digest lactose into adulthood.
There are other reasons for non-human milk, primarily, problems with milk production or with latching on the baby. Even then, there are ways around it - including using mechanical pumps to milk the mother and feed the baby with a bottle.

I know that for whatever reason, my mom used formula on me. However, she says she regrets that decision (although I don't seem to have suffered from it at all). For our baby, we plan to give the baby nothing but mother's milk. I've so far done my part in making sure the milk production units are well massaged and in top condition. It's a tough job, but someone's gotta do it. :D

Mother's milk is most important the first 3 months because it jump starts the babies immune system. After a while you'll have to supplement because Mom will be empty. Mom will probably quickly decide that the 3am feeding is a good time for you to supplement with the bottle. :p

That's why they invented breast pumps, which we already have. And mom won't run dry until she decides to stop breast feeding. You can breast feed for years. And yes, I'll probably have my fair share of bottle time with the baby, but I'm cool with that.
