It appears the NSA monitoring is fairly expansive.
One recommendation would be for the CSIS to not monitor. Instead let the USA do it for you. Complain publically about the NSA, but do nothing. Behind the scenes put into place a handshake agreement to 'outsource' data requests. Then if the CSIS needs info about Fluffy, for example, they simply ask for all data the NSA has recorded. Since this is all 'national security data' we'll never know that Fluffy's records were obtained by the CSIS anyhow.
