Are you sure it was Caesium? I'm struggling to think what the imagined benefit of that would have been.

Fairly certain, it was a long time ago when I saw the program. White powder in blue drums, quite radioactive. Apparently it was used before the harmful effects of radiation were known, consider the 50s in the USA where they filmed a guy drinking a glow in the dark liquid and suggesting potential health benefits.

I'm amazed Depleted Uranium rounds aren't on that list. And before anybody starts, DU is not safe. Yes, U238 has a geologically long half life. You can safely hold a large lump of it. DU is less radioactive than naturally occurring uranium due to the lower levels of the more radioactive 235 isotope.

However, even a low level emitter is seriously bad news when it's inside your body. Which is where it invariably ends up when it's used freely in your neighbourhood and you breathe the finely divided oxide. Oh, it's also rather toxic to the renal system.
