Troubled is only regarded by us to be something different to insane as we are affraid to draw a line of freedom of speech.
Anyone can become a murderer if he or she will hear day in day out the dangers of a certain ethnic/religious/whatever group.
Some people are very sensitive for this kind of items and will focus only on this. And will act to it.

If you read Machiavelli you will see that it is recommended to break resistance to rule over new territories by encouraging immigration which will cause infighting and fracture resistance. This is precisely what you need to do if you are a more or less unelected collection of elites trying to herd nations into a new super-state. It's basically the same model as the US "melting pot".
