although he is playing by the rules; but using a "backdoor" approach to garnering delegates the republicans are accusing him of trying to "steal" the nomination... election tampering, outright theft, voter fraud by republicans against republicans, i can hardly believe the republicans are complaining about this... wish theyd just "get over it" and "move on".... bwahahahhahahahahahahahahahahaha!!!!!!!!!!!!!!!!!!! :D:D:D:D:D:D:D:D:D:D:D:D :D:D:D:D:D:D:D:D:D:D:D:D:D:D:D

The states sends a delegation. The states count the delegates based on the number that each candidate has won. The states then report that count.
The RNC then tallies that count. Period! The RNC does not and will not count any vote that has not been reported by the state.

actually the variences in the state laws require the RNC to count them after "the first round" of voting has occured... this has absolutely nothing to do with the states, who yes, send delegates because states cant move...;)... but not all delegates are bound to their votes.... gingrichs arent, sphinctorums arent... and some states say that after the first round its a free for all... what paul did was loaded the delegate pool to the point that if it goes to second round (mittsters dont get prerequisite delegates by that night) it just might end up a free for all.... i think its funny as hell myself...
