The nature of how and why is different. On the enemy it's a non-consentual and attempt to convince them they'll die. The goal is to get information. Which one does, though the validity is of question. Note the previous example of your tax dollars spent worthless following up on invalid information. When a US Solider is submitted to this during training it is consentual. They give their permission to have it done to them. Additionally, they know there's to be trained professionals to help prevent their death. It's done to educate them on some of the experiences they may face if captured.No, if it's illegal for the US to do to the enemy (which IMO, isn't), then it's clearly illegal to perform on your own citizens.
It's a difference sort of like... Non-consentual beating your wife is against the law. Consentual beating your wife in an S&M relationship, not as much illegal. The difference is vicitiming versus willing participant.
