If the last few decades have taught us anything, they've taught us that the best way to get the two ugly cheeks of the U.S. political arse to agree on anything is to propose liberal scattering of death from above on inhabitants of a far away land.
 
The red line is the use of chemical weapons. When chemical weapons are used - against international norms - then international norms require that the UN investigate the matter and if chemical weapons are found to have been used and the parties that used them are known THEN the parties that used chemical weapons are guilty of a crime and are to be tried at the international court at the Hague.

If any country usurps that authority or takes it upon themselves to "punish" any party then they have transgressed international norms and have committed the crime of aggression and are to be tried at the international court at the Hague. America has never acknowledged the jurisdiction of that court to prosecute Americans - contrary to international norms.
